Non-Doms: The New Political Battleground

Some commentators were prompted to say that the election battle began in earnest earlier this week, with Ed Miliband’s announcement Labour will do away with the rules which provide for the remittance basis of taxation in the UK.
This is to be a key manifesto pledge. The Conservatives retaliated today with the announcement that they would seek to abolish hereditary non domicile status. Clearly this is an incendiary political topic, and is an endeavour by Labour to appeal to wavering voters (maybe with an eye to stopping haemorrhaging power in Scotland), while also casting the Conservatives as the political wing of the tax avoidance industry. What on earth is this all about and how have a series of technical tax rules become a key electoral issue?
